I don't think you know what you're writing about. Much of the world, and most of OPEC's oil is Nationalized. I belive that Iraq's oil industry has been Nationalized since 1972. Mexico Nationalized their oil industry in 1928. Kuwait's oil industry is Nationalized. Saudi Arabia's oil is nationalized....
