The U.S. was not bringing chemicals and yet they too had new anti-chemical/bio suits. Rumsfeld said that he planned to spray the Iraqi's with tear gas in violation of the Geneva convention.

As well as a little drugstore shelf of antidotes..

Just try to come up with the name of one nation??

I'm fairly sure even the couple of square-foot Monaco has some in case
somebody would lose too much on the casinos and go chemical, Ames or similar.

if not, something would be badly wrong.

But being plain and fully stupid is not against the human rights, although
attempts have been made to correct that, at least for voting rights.
