A practical question: What would be your suggestion as to a way one might distinguish between "local culture" practices, and those of "Islam per se"?

And is there an implication iyo that, following the making of this distinction, an outside culture would be justified in trying to change cruel, repressive or unfair cultural practices (let's say such changes have some local support), but not ones that are Islamic per se?

If the Muslim members of the local culture don't make the distinction you suggest, is it sensible for outsiders to?
