Kevin: The Vix can decline, as you noted, and hug the lower bollinger band on the daily and ride it down. So, I like to switch to the weekly to filter out some noise. And just counting the bollinger touches or breaches without reference to the rsi, I find about a dozen occurrences as far back as the Stock Charts data goes in both bull and bear markets and have found that all have resulted in a move in the opposite direction which results in the upper bollinger at least being touched if not breached and sometimes significantly. And so I think that is a good thing to know.
