When he offered a bounty for each American Soldier killed to OBL's Philippine terrorist organization - Abu Sayyaf. And yes, according to the Wall Street Journal, a leader of Abu Sayyaf went on Philippine TV and confirmed the bounty offered by Iraq.

By their own definition, they must be. BTW, I was wonderin'. Bush said that he had no interest in Iraq's oil. It belongs to them. Then why is the administration letting out unbid contracts to their buddies to repair the wells, etc.? Shouldn't the Iraqis decide who they want to hire? I thought it was their oil. Will they be able to sell it to whoever they want? Will there be independent oversight to assure that there is no pressure on them to "repay" the good deed that we did to them?
