Given our track record in similar situations, I'm highly sceptical he means this. For instance, it's highly unlikely that any Islamist groups will be allowed any real power. Or any political party that advocates the withdrawal of U.S. troops, or a close alliance with Iran or Syria. We will let the Iraqis choose, but only among the choices we find acceptable. Which makes it, at best, a limited democracy. And, at worst, colonization-by-proxy.
