IMHO, democracy and the responsibilties that come with it, have to be from within the populace of a nation. It can not be imposed by outsiders.

A long while ago, I was taught in school that "for every right there is a corresponding duty/responsibilty". Such concepts can not be imposed, they have to be learnt, understood and accepted by the people of the land.

Good post, Hawk.

There's a reason that an Act of Congress is NOT binding on any future Congress. It is a fundamental principle. You can not disenfranchise or bind your dictates upon future generations. Any democratic process which resulted in a government that negated future generations from influencing their rulers in like manner isn't democracy, it is a miscarriage of democracy.
