Depends on the choices available at a point in time. Can you provide an example? Because I'm utterly unable to define a situation where a person would not have a desire to express their individuality... They may suppress it in order to conform to the powers that be, or to "fit in" better to their social surroundings. But I cannot contemplate any such condition, outside of a coma, where a person wouldn't want to express their opinions as to how things should work, even if their logic is inherently flawed or doesn't reflect reality.
