We are going to need a Japanese to answer this better, but my understanding is that having the emperor and other respected Japanese leaders behind the changes went a long way towards making it work in Japan, otherwise it wouldn't have. What is more, Japan had a very disciplined culture to begin with and the word of emperor was beyond reproach. If you can meet similar conditions in Iraq, then you can make it happen.
