I think you're trying to reach a bit too far this time.

The whole point of using a riot gas agent is to avoid a lethal alternative. Somebody interested in machine gunning a crowd of people wouldn't try to disperse them first by using riot gas.

Riot gas is frequently used in urban situations where you have a large crowd of civilians that need to be disbursed.

And, there are a lots of incidents where the use of this type of gas does save lives. If you're a nervous policeman watching a large angry crowd coming towards you you might want an alternative to using your service pistol.

Riot gas is almost never used against armed combatants because it doesn't act fast enough to prevent them from using their weapons.

Tiger - as you were so concerned about the artifacts, they just announced that Jordan had just discovered 42 paintings looted.

I guess Rumsield couldn't get his hands on those.
