That might have sounded like a joke, but was not intended to be one. About 4-5 years ago, I was vacationing with my parents in Bombay, India, in the middle of summer. Water was available for about 6 hours a day. I asked my mom "how long has this been going on?", she said "oh, it happens almost every summer". In a couple days I had a contractor install a tank inside the apartment, that could store 24 hours worth of water, and my mom griped "why did u have to spend this money?"

You added that on edit. I wonder what connection flush toilets, a 19th century invention, has with democracy?
