rrufff,re:"Saddam and family had squirrele away". Though not justifying this as 'right' or 'legal'. This kind of stuff happened many times in history that USA tax payers' money were used to help propped up 'regimes' that were on our side and 'a large amount' went to the party in charge. I can think of this happend at least in the 'dealings' in China, Phillipines, Vietname, ..... any country we tried to prop up some 'entity' friendly to USA.
