Those are two different issues. The Iraqis seem to be happy to be rid of Saddam, but unhappy at our plans to control their country. When we quickly secured the oil fields and the Oil Ministry building but allowed hospitals,etc. to be looted, their skepticism was bolstered.

Given the fact that our designated ruler of Iraq (Jay Garner) has publicly supported the Israeli brutalities against the Palestinians, the Iraqis rightfully fear their future.
