If they where desperate in the sense that they were about to be totally defeated and eliminated if they did not use such tactics then maybe an argument could be made that these tactics are somewhat justified. But this isn't the case. The Israelis are not trying to commit genocide, nor are they even on the verge of defeating Hammas and the PLO. In fact all that targeting civilians is doing for them now is hurting their cause, unless their cause is to make sure that no settlement is reached other then the destruction or "ethnic cleansing" of one party by the other. And that is to be the end of this conflict its the Israelis that have the power to do it. The tactics used by the Palestinian terrorists give cover to what Israel does. Some of what Israel does would receive near universal condemnation if it wasn't for the fact that the Palestinians act even worse. Israel doesn't get pressured (or at least not strongly pressured) to change its tactics as long as the Palestinian terrorists don't change theirs.

You can only pull your punches to the extent of taking extraordinary measures not to hurt civilians if you are the strongest, but you can at least target the other sides military without taking such extreme care. I'm not saying that the Palestinians should make the type of effort that the US normally makes now but they should at least make a minimal effort instead of actually targeting civilians. Targeting civilians isn't going to win anything for them anyway.
