I think there is a difference. In Italy's case, they were pro-attack, and in Russia's they were not.

Peace-keepers have a different role.

It also plays into who is going to "rebuild" Iraq after America's war machine attacked it. With Europeans (pro-attack or not) in Iraq, the American Government will not unilaterally take control of Iraq.

That portion of the campaign has not been settled as yet. The UN will vote next week and the same players have their vetoes to use.
