Many things can be connected to this. Violent crime rate is also much lower. The basic structure of the industries is also different. As is the role of the unions (which I think is the bigger factor in unemployment).

The unemployment rates in Canada and Europe are also wanting. Could there be a connection between high unemployment and generous social programs ?

One thing you can't do is treat "social programs" outside of the ambient culture itself. They're just too tightly coupled. A lot of nonsense has been written about the pros and cons of socialism versus capitalism that hasn't factored this in.
