In fact, the most serious unemployment situations are seen in countries that have generous benefit schemes, but provide little administrative pressure to encourage reemployment.

So how does this negate the benefits of better social services? If anything, it goes to undercut your implied theory that better UI benefits discourage employment. Countries that do not keep good control of their UI benefits keep it open to abuse as invariably some worker elect to work while collecting their UI.

As well, I think you should include the number of people who are either in prison or otherwise incarcerated among the unemployed. One of the benefits of better social services is that it keeps many people out of crime.
