llmarinen, When the people get over represented and you have many splinter groups it makes a consensus very hard to achieve.
Is the lack of consensus harmful? Yes, if it prevents progress and the small groups ask for bribes for their votes.
If you are going to have PR you than must have a secret ballot.
I often wonder why the right of every man in the USA is debied a congressman....the right of a secret ballot?
With a public ballot you create a currency, a vote that can be bought and sold because it can be seen to have been cast, just like the bottle of whisky votes from days of old.
