I think Bush is going to have a real fight on his hands to take 04. The war honeymoon for iraq is lasting about a week. His biggest headache is finding weapons. The UN won't remove the sanctions unless the Bush admin declares iraq "WMD-free". But of course they haven't found anything and probably won't, which is going to put the US in a dubious position.
