re: the NYPD stopped 45,000 people for suspicion of having a gun. In 35,000 of those stops, no weapon at all was found, and of the 9,500 who were arrested, half the charges were dismissed for lack of evidence.

9.5/2/45*100~10.6% convictions on the stop for suspicion - IMHO an outstanding success.

either way take Texas as an example. It is criticized for it's uncompromising position toward crime as inhumane and yet it is working.
