Why over simplify such an important point? It takes far more than the "willingness" to fight for "freedom" to successfully achieve it. If you don't have the muscle to back it up, or the capacity to marshall a "coalition" that does, all you will likely get for your trouble is an honorable mention on the long roll of endangered cultures/populations. The Saddamists did not fight for the most part because having survived GWI they correctly surmised that doing so against the 3rd ID, 5 carrier Task Forces, and lord knows what else, was going to be suicide.
