What can bail out US car manufacturing? Much lower USD? Tariffs? More SARS? Bigger war?

You forgot two other possibilities...

Bankruptcy and/or bailout... Remember Chrysler? I'm sure that Ford does... For what it's worth, my money would be on bailout...

(f) Establishment of Special Economic Zones with appropriate tax incentives
