However, the "mexican elite" had for a long time been kind of frustrated with both the Texas Rangers and other foreign influences. Seems like the constructive fall of Franco and Spain later joining EU gave another possibility, as most of another "mexican elite" has been "hispanic" and not "latino". The critical years of reforming the "term limits" and the PRI system of Mexico, was, to my knowledge, also a matter of frequent contacts Mexico-Spain-EU as well as Mexico and the USA administration (also a matter of the issues of today, from willing coalitions to not so willing) I think a number of mexican leaders, from the PRI to the unions, visited USA during those years, all favoring a new election system. Some special stuff was put into place to keep the older PRI-guys happy and secure (the senate), but it still got fairly critical with some assassinations as well as regular cash going to both Switzerland and Ireland. (with, to a degree, similar problems, not yet solved by UK nor Blair, especially this holy friday) Chile and Pinochet are also interesting, as well as most of latin and south america. However, from what I have picked up, the PRI was actually one force behind the reforms, but almost all involved understood that change takes time. To use some former east-block nations as an example, it takes some 3-6 elections just to sort out some basics. (similar to some nations in Africa, clearly multy-party but takes some time for the parties to define themselves and stabilize) I am sure Mexico, considering all aspects, tries and tried to go slower. Another "slow" example is north vs south Korea, where some smart, domestic, estimates of a goal have been between 20 to 30 years, just to, as one example, avoid the some of the east-west german problems. Funny stuff that the "sunshine politics" of both Koreas changed into what it now is, according to some in the present USA regime?? That is, the "Clinton regime" was, to my knowledge, fairly constructively active in these matters, but then Clinton run into some serial impeachment stuff, Madelein could not respond to regular hackling at a regular US university) Personally I have thought of building a statue of Lewinsky in a park named whitewater-or-something, surrounded by smaller statues of some combination of Osaman and been Saddam, with Mossadegh and the Great Shah behind another set of bushes.
