How is Germany going to take it if AT&T gets the initial $1+ Billion contract to restore Iraq's communications system.

That raises an interesting point. If the interim government awards such contracts on a "spoils of war" basis, favoring companies from coalition countries, a succeeding elected government will have strong grounds for rescinding or demanding renegotiation of these contracts, on the grounds that they were awarded on bases other than the best interests of the Iraqi people.
