One thing was explained to me by Evan Thomas on this week's Inside Washington, that I hadn't understood before. Dahlan, even though he is no longer head of Gaza Security Services, still commands the loyalty of a good many guns in Palestine's tribal society. This would give Abu Mazen a real power base not beholden to Arafat. This is also why Sharon and the Bush administration are still speaking approvingly of Abu Mazen's cabinet-forming efforts, and not objecting to Dahlan, who is, to put it mildly, tainted with terror. Dahlan was the one who arranged the Karine A shipment, for example.
