llmarinen, establishing a flesh network, ward heeler style, is what keeps the US political system going. Favours dispensed on high trickle down through layers of lesser favors until a large block of votes is bought and paid for, yet the use of cash seems to be avoided at the local level via the use of assorted unions and other affinity groups.
How to cut this off? Secret ballots to break the feedback network on high.

Wider use of recall mechanisms would help. get enough people pissed off and recall the pols. They need recall mechanisms at all elected levels.
Smith and Wesson, the Mexican recall method, is a rarely used option.
