Try EFAX.com. I've used it for years and I love it. It is faster with broadband but not a necessity.

I even use it on the road when I don't have a copy machine handy and want a fax of my documents on my computer.

It's free unless you want a local telephone number. Then it's about $10/month.

I buy the service as it also allows me to fax out. I don't use that often but when I do it's a life saver.
