"In addition to intensified nervousness over oil prices, war and the potential of a terror attack, it is the more fundamental plummeting of consumer expectations that raises the specter of a fall-off in consumption growth," the board's chief economist Ken Goldstein said.

The consumer drawback was particularly worrisome, as spending represents two-thirds of the U.S. economy, and business expenditures also have slowed dramatically, casting a dark cloud over the recovery.
