The impression I got is that this request was a first step, minimal allocation. It was the estimate for the war alone, the rebuilding and occupation costs would be later. But you never can tell exactly how much a war is going to cost so there was some though that the war might cost more then $75 bil. Some estimates where a lot lower then the $75bil but I don't think the administration would want to low ball it. Low ball it and get it right and you don't get any special benefit. Low ball it and get it wrong and you look bad. Tim
