Naturally the oil companies or electric power merchants. Because all the money in the world isn't going to change the laws of physics. A Carbon-Hydrogen bond (making hydrogen from natural gas or petroleum) is easier and cheaper; than breaking an Oxygen-Hydrogen bond (making hydrogen from water).
