Actually, there's a germ of a good idea here: the most cost-effective way to establish Democracies.

If the Free World's Investors (Government and Private) refused to loan money to totalitarian governments anywhere in the World, or to honor those already issued... there would be a marked drop-off in totalitarian governments.

Only totalitarians would loan to each other (and likely at above-market rates:)

Now, how many existing totalitarian governments should be divested from the bond markets? One fifth? One third?
