IMHO, Mr Rumsfeld fell short, when he thumped his fist and said "this is flat false" (whilst refering to bases in Iraq)..

A more accurate and eloquent way to convey the same message would be to say words along the lines of "there are various task groups in the Pentagon that research and analyze and recommend on different potential scenarios. When these reports have validity and are in line with our policy, we examine them in greater detail. Until then, no comment."
