It's a shame if they were qualified and didn't start working on getting the contracts in advance.

There is much, much money to be made by contracting with Uncle Sam, but you have to comply with the FARS (Federal Acquisition Regulation System). After all the Defense Department scandals ($400 toilet seat) these are far more complicated, and include whistleblower provisions. There are ways to cut corners, but no way around them.

Don't be surprised to see US companies using Arab employees from their M.E. offices. Less likely to be terrorism against fellow Arabs. Bechtel has four in the M.E. and I'm sure others have some set up there also.

I was pointing out that the number of American civilian workers and administrators on the ground as this gets off the mark is going to become a major potential security problem.
