Kosovo at least had support of NATO. Kosovo had clear support of Congress specific to that action. Kosovo was mainly a humanitarian effort to stop the ongoing genocide. UN did eventually support the efforts in Kosovo. And the UN had/has a role in peacekeeping there. There was no fuzzy logic in starting that one. It was all clear and upfront what the motives for the war were and what the objectives were. There were no phantom WMDs, terrorists, no oil for the taking, no hidden agenda like this one has. No comparision IMO between Iraq and Kosovo IMO.
