I see the French didn't bother letting their "allies" in on the new plan. Does Germany actually have an independent foreign policy or are they now just a French vassal state?

The French proposal appeared to take the Russians and Germans, their closest allies in opposing the war, off guard. Neither embraced it, and both strongly supported the return of U.N. weapons inspectors to verify Iraq's disarmament before sanctions are lifted - which the United States opposes.

I am not sure Jean Marc is really "de la Sablière", which only means that his ancestors used to sell river sand, (not that they had a castle); but I sense that Jean Marc is "de la Jacquette", which means he is gay like a seal, from "gay comme un phoque", modern expression commonly used, ethymology unknown.

But let him be free to be/do anything he wants. What's stands for Bill also stands for Jean Marc.
