no, my argument is that the advent of computer for the masses be it PCs or what was used for Arpanet, drove the need for the network, not the other way around.

Not allowing them to advance the performance is the same thing.
Restricting the Cobalt systems to a P3 of 1Ghz or less doesn't seem like they are allowing them to advance quickly against thier own proprietary Sparc solution.
My hunch is that had they been allowed to go their own way, we would have seen a Cobalt system with a Pentium 4 or Xeon in it by now.
