I suspect that our present negotiations in China are really "unilateral," with China as the middleman.

That should be "bilateral", no? Hard to do a unilateral negotiation, though I wouldn't put it past us to try.

If the Chinese are involved, even passively, they are there to make a point. Even if all they do is relay messages, they are making a point. They can be subtle at times, unlike some.
