I am not assuming much, One Minister ? well you were looking in the wrong place for the conspiracy eh! LOL. elmat, it's definitely not as simple as you put it. More like a bunch of little client countries that make their own rules but get a bonus if they follow the 'host' lead. They can actually tell the host to screw themselves to a great extent if they are willing forgo funding.
