When you don't have an embassy with people on the ground, it can be hard to follow the complex dynamics of a divided society. The US diplomats overseas that most people never think about spend many, many hours talking with local contacts to understand where all the pieces fit in. But I agree, someone playing the "what if" scenarios at the big government agencies should have worked through the Shiite issue well in advance. OTOH, Washington also claimed to have a firm grasp on the WMD situation. Now they are spinning furiously to cover up that "oopsie" too.
