Yes, the U.S. military routinely intercepts planes that have lost radio contact or have gone unexpectedly off course, as was the case with Paine Stewart's plane. It took them 15 minutes to intercept his private jet once radio contact was lost. You'd think that on a day in which the WTC was hit by a plane that the U.S. military would be on a heigtened alert status and would want to intercept a plane that took off from DC and had unexpectedly turned around over Ohio.
