Point 1 - our agreement that US might not be able to prevent tyranical theocracy.

As to whether Iraqis better off, I agree = time will tell but I'm optimistic.

Injustices being addressed more now in my opinion but also a "time will tell."

Snow said, according to you, "should not have to pay back." That's not the same as a demand or a prohibition, but we're getting into semantics here and not worth the quibble.

As for legality of protecting ill-gotten gains or funds taken from the people, I suggest that the definition of what is legal internationally is what the nations developing these compacts decide is legal. Hopefully, there will be a moral base and that it will be illegal to steal a nation's wealth. If a remedy is provided, and why else would one want to waste time putting together an international code, then it's not unreasonable to think that some of this money can go back to Iraq.
