Afghanistan gives Pakistan terrorists and war criminals list

ISLAMABAD: Afghanistan has begun providing Pakistan with a list carrying names of those involved in war crimes and terrorism, said a report on Wednesday.

Before his return to Afghanistan while talking to the reporters, he said he has unveiled the names of some criminals and terrorists during his meeting with counterpart, Mir Zaffarullah Jamali, today and added that further names, who are believed to be involved in war crimes against the Afghan people, will be provided
in the list.

This news release is not clear. If this is the "India-Turkmenistan" gas pipeline, why would India be urged to participate? It must be already involved. Why should Pakistan need to urge India to participate?
Also, the desire must be to take part in the pipeline project and make Pakistan some money in exchange for guaranteeing what?
