I am not familiar with any effective recipes for democracy with the following instructions: Just add water and stir. If Iraq becomes a theocracy and if theocracy flourishes in the middle east rather than democracy, it should not come as a big surprise. It is precisely that form of government than Saddam so viciously suppressed -- and it is precisely those efforts that the US applauded for many years.
