I think that you misread the latest French gesture in the UN. It is still just an effort by the French to bring the ball into the UN where they can wield the veto threat for financial gain. Apparent Colin Powell has just issued a warning about "consequences" to France.

Here are two stories:

news.bbc.co.uk

In a stark warning of trouble to come with its Nato ally, US Secretary of State Colin Powell has said that France's opposition to the US-led war in Iraq will lead America to review all aspects of its relations with the French Government.

France's gesture at the United Nations, agreeing to a quick lifting of international sanctions on Iraq, leaves key questions unanswered.

The French still appear to place a condition on their agreement, namely the involvement of UN weapons inspectors in verifying any illegal weapons finds.
