U.S. asks Canada for troops: official Stephen Thorne The Canadian Press Wednesday, April 23, 2003 The United States asked Canada to send police or military ground forces to Iraq within 30 days in a diplomatic note sent last week, but the timing could be prohibitive, a government source said yesterday. Cabinet will consider its options next week, including the military Disaster Assistance Response Team and a contingent of RCMP, said the source, who spoke on condition of anonymity. Government and military officials say ground forces are very unlikely, but some of the 200-plus DART members could start deploying within 12 hours if given notice to go. Formed in 1996 to respond to humanitarian crises, the DART is not a traditional military unit, though it includes a security platoon, medical staff and combat engineers from Petawawa, Kingston and Trenton. Its members are kept outside the regular rotation for the express purpose of humanitarian relief. An official in Kingston said the unit responded with a capabilities list within 90 minutes of the U.S. request being passed last Thursday. But military sources say doctors, a key element of any DART mission, are in short supply, especially given the commitment to send about 2,000 troops to Afghanistan. Several government departments and agencies have already begun drawing up plans, but MPs are on their Easter break until Monday. "It's a bit tight," said a federal official. "Military ground forces are unlikely; the DART is possible.... RCMP elements are likely. But how many, when, to do what, remains to be determined." Iraq Aftermath © Copyright 2003 The Ottawa Citizen
