I speak only for myself, but laws have the intended purpose of restricting peoples behavior, which may or may not require frequent prosecution.

The RULE of Law does not require a scouring of every little regulation to justify a witch-hunt regardless of circumstance. It can exist merely as a codification of legal behavior, to describe what the state deems most corresponds to the identity of the state. Prosecution of behavior contrary to that approved by the state may or may not occur, depending upon the case. The implication that every single law must be enforced regardless of mitigating circumstances is just false.
