It is up to the Administration to put big crooks in jail, absolutely, because the orders come down from the top. Either to lay off Ken Lay or go after him. As we know, it's been Lay off Lay, lay off the Saudis, lay off all the big money crooks except Martha Stewart who just happens to be a big Democratic contributor, and is the smallest fry of the bunch. GW's own insider trading with Harken was 12 times what Martha booked on her stock sale.
