I agree. Bush acted as though he was being given a sports score when Andrew Card walked in and told him about the planes hitting the WTC. He nodded and continued reading as if it was just another bit of information from his staff, like the fact that lunch had been confirmed for 12:30 PM.

Perhaps a panic was not in order. But, you'd think the Secret Service would want to move the President to a safe location. After all, his agenda for that day had been made publicly available to everyone, including would-be terrorists. You'd also think the President would want to take charge and show some leadership at that moment. His behavior on 9/11 was odd to say the least.
