How much time do you spend preoccupied with deep thoughts about heroin addiction to the exclusion of other matters? Not a whole lot. But, I have read articles in the past to that effect. And government agencies like the CIA have been connected to the drug trade a number of times. Like, CIA involvement in the Southeast Asia drug trade during Viet Nam. And CIA involvement in the cocaine trade to resupply the Contras (something they've admitted to recently) during the 1980s when Congress cut off funding to the Contras. And, I don't think you're part of the "masses" that they wish to control. I'm talking about uneducated inner-city folk. The type that have been know to riot from time to time when their living conditions became unbearable. It's hard to riot when you're so strung out on drugs that you don't know which way is up. I know it's definitely a conspiracy and pretty far out. But, if you connect the dots there is something there.
