Think that Iraq and the new Palestinian state have the same blueprint. The "democratically" elected governments will have little ability to export or import force. No real military. No control of their borders. In the case of Iraq, "rule of law" and "minority rights" must be respected. "Hostile to US" is OK, but failure to follow the guidelines I listed, will result in continued "regime change." Iran will behave because they know that there is a pro/con Iran invasion white board somewhere in Washington and they want to keep the con column ahead.
